I've checked this red vinyl disc against the commercially available black vinyl from 1978. They both have exactly the same matrix stampers. Both have a 'rumble strip' around the edge of the label, which is pressed into the vinyl - these were common at the time so that if 7" singles were placed in a stack on the spindle of autochange record players, the records would grip each other and not slip when the upper most disc was being played. Also, the label on the red vinyl disc looks exactly the same as the black vinyl version with crisp, clear printing. I'm confident that this red vinyl disc was pressed using the same stampers and labels as the commercial black vinyl and so I assume it was either a factory custom press or even feasibly be a test press for the company to decide to release a red vinyl version?
